About Us
Morrow County Public Works provides technical assistance and information to the public for County Road access permits, County Road right of way permits, solid waste disposal at the North and South Transfer Stations, County Parks reservations, and a variety of department related programs. Public Works is made up of several departments which work together to achieve a common goal. In the County they oversee, help reporting and documenting daily operations. General Maintenance, Transfer Stations, Airport, Road Dept. and three County Parks.

Greetings from the Morrow County Justice Court. Within Morrow County, there are two Justice Court offices, one in Heppner and one in Irrigon. The Heppner Court is open Monday and Tuesdays and The Irrigon Court is open Monday thru Friday .
The Morrow County Justice Court has jurisdiction over traffic cases, game cases, landlord/tenant cases, small claims, misdemeanor crimes and other violations.
Justice Court Judges also perform wedding ceremonies, and can do so anywhere in the State regardless of the County in which they preside.

The Morrow County Veterans Service Officer is an advocate for our Veterans and their families, to ensure they receive all entitlements provided by Federal and State law.

The Morrow County budget committee is comprised of six members; three of the six positions are filled by the County Commissioners and the remaining three are appointed members who must be registered voters in Morrow County. Appointees may not be officers, agents, or employees of Morrow County. The budget committee members shall receive no compensation for their services.
The Compensation Board is statutorily required to review the compensation of county elected officials each year and make recommendations to the Board of Commissioners for their compensation for the upcoming year. The Compensation Board is appointed by the Board of Commissioners, and currently consists of five citizen members. Members are appointed to four-year terms.
Operating under ORS 204.112.
The Equity Fund Loan Review Committee is appointed by the Board of Commissioners to provide an initial review and recommendation of all loan requests to the Board. Meetings are on an as-needed basis.

The Fair Board oversees and administers the Morrow County Fair and Rodeo. The Fair Board also adopts standards and policies governing the conduct of the Morrow County Fair and Rodeo; and other entities associated with the operation of such, prepares and presents local program budget proposals, and conducts periodic reviews of policies and procedures of the Fair Board. Regular meetings are held the second Tuesday of every month at 6:30 PM. Meeting locations are between Heppner (Fairgrounds Annex) and Boardman (SAGE Center).

Morrow County Public Works is seeking individuals wanting to serve on the Morrow County Solid Waste Committee (SWAC).
The Wolf Depredation Advisory Committee meets to discuss ways to assist livestock producers with non-lethal deterrent methods and, when appropriate, the dollar amount to be distributed in the event of a proven wolf predation. Term lengths are four years. The committee meets every other month, except May-August, on the third Tuesday, 7:00 p.m. Bartholomew Building, Heppner. One County Commissioner represents the Board of Commissioners on this committee.
Current Members
The 11 members of The Loop Advisory Committee advise the Coordinator on matters related to transportation of Morrow County veterans, seniors, disabled, low income earners, and other members of the public. Members serve four-year terms. The Committee meets the first month of each quarter (third Tuesday) at 3:00 p.m., and alternates locations between north and south County. Commissioner Jeff Wenholz represents the Board of Commissioners on this committee.

The County Clerk is the chief election official of the County. The Clerk's office plans, coordinates and conducts all elections in Morrow County. It ensures that elections are conducted according to statute and other related requirements. It directs the preparation and maintenance of records related to voting activities, precinct set ups, mailing and voter and candidate services. The Clerk's Office provides uniformity in the application, operation, and interpretation of election laws and assures that the public is provided complete and accurate information.

A marriage license issued by our office may be used anywhere in the State of Oregon.
Both parties must appear in person to complete the application, pay the fee, and sign the form. The application can be done at the kiosk in our office or you can fill it out online before you come in.
After you've completed the application, both parties must come to the County Clerks office to pay the fee and complete the process. Be sure to bring a copy of the confirmation page with the submission ID.

The Morrow County Juvenile Department houses juveniles at the NORCOR Juvenile Detention Facility in The Dalles, Oregon. Juveniles must fit within legal criteria to be lodged in a secure detention facility.

Oregon law provides that the Juvenile Court may, under certain conditions, grant emancipation status to a child.
Basic Requirements:
(1) No minor shall be in or upon any street, highway, park, alley or other public place between the hours of 12 midnight and 4 a.m. of the following morning, unless:
(a) Such minor is accompanied by a parent, guardian or other person 18 years of age or over and authorized by the parent or by law to have care and custody of the minor;
(b) Such minor is then engaged in a lawful pursuit or activity which requires the presence of the minor in such public places during the hours specified in this section; or
- Transportation System Plan, revised in 2020 to update the Transit Section.

The Comprehensive Land Use Plan in Morrow County was acknowledged January 30, 1986 for compliance with State Statutes and the State made Planning Goals consistent with the Commission’s Order of Acknowledgment. Through the years, the Plan has been maintained and amended as necessary to meet the needs of the County.

"Oregon’s largest fire department, ODF's Fire Protection program protects 16 million acres of forest, a $60 billion asset. These lands consist of privately owned forests as well as some public lands, including state-owned forests and, by contract, US Bureau of Land Management forests in western Oregon. ODF is also part of an extensive fire protection network that includes landowner resources, contract crews and aircraft, inmate crews, and agreements with public agencies across Oregon, the US and British Columbia.

The Concealed Handgun Unit administers and manages all aspects of applying for and the issuance of concealed carry licenses. The Unit is responsible for investigating applicants and issuing concealed handgun licenses to those who meet the legal standards set by Oregon Revised Statutes. The Unit monitors existing licenses and, when necessary, revokes licenses for reasons consistent with the law.

Morrow County has two transfer stations:

Both transfer stations are open every Saturday and Sunday from 9:00 AM to 4:00 PM. With the changing of the fee structure, we will now be able to accept cash, check and Visa or MasterCard for your convenience. The new point of sale will provide consistency, accuracy and help with inventory of waste for our recycling and waste calculation reporting efforts.

The Wraparound service model was initially developed in the 1980's as a means for maintaining youth with the most serious emotional and behavioral problems in their home and community. As a result of Juvenile Crime Prevention dollars Morrow County implemented our own version of the model around 2001 and it has been in place since.

Anson Wright is part of the Morrow County Parks system that is adjacent to Rock Creek. This park provides a quiet, relaxing atmosphere for camping and recreation. Guests often report seeing wildlife as they cross through the park.
Anson Wright Memorial Park was land originally owned by the Wright Family. The family generously donated the land to the County and the Park opened in 1967 for camping. The park offers a variety of camping from primitive tent camping, full RV hook-ups and a small cabin.
Cutsforth Park is part of the Morrow County Parks system that adjacent to National Forest Service (USFS) and Private lands. Cutsforth Park provides a forested atmosphere, retreat for camping, angling, hunting, family or public gathering, or relaxing. The park is located in along the Blue Mountain Scenic Byway and the Blue Mountain Century Scenic Bikeway.
For current events and to make reservations CLICK HEREMorrow-Grant County OHV Park is part of the Morrow County Parks system. That is approximately 9,000 acres with 2,000 acres belong to Grant County. This encompasses a portion of the recreational trail system which Morrow County manages with a Memorandum of Understanding between the two counties. Morrow County owns and manages the remaining trail system as well as the campground.
Morrow County developed the Natural Hazards Mitigation Plan (NHMP) in an effort to reduce future loss of life and property resulting from natural disasters such as the flood event mentioned above. The Heppner Flood was the worst flood, in terms of loss of life, ever to occur in Oregon.
Morrow County adopted the current Code Enforcement Ordinance in July 2021 which governs motor vehicles, general nuisances, housing as a public nuisance, chronic nuisances, noise as public nuisances, dogs as a public nuisance, environmental health, animal neglect, and weed control.

The location of the boundary of any given property can be simple or quite complex. A person needs to review the title documents (referred to as an abstract) especially at they relate to how the boundary was first created and any subsequent modifications, surveys of that property, surveys of other properties in the area, the laws in place at the time of the transfers of title, actual uses by others, etc.... Corner Certificates provide information about the history and monumentation of public land corners. Each corner in the Public Land Survey System (Section corners, Quarter Section corners, etc...) have a unique identifier based on the Township and Range they are in as shown on the sample corner grid found "HERE"
The most visible section of the Morrow County Sheriff's Office is Uniformed Patrol. The patrol deputies are often the only members of the Sheriff's Office with whom the public has personal interaction. As the first to respond to dispatched calls, the deputies represent not only patrol, but also the Morrow County Sheriff's Office as a whole.
The Morrow County Sheriff's Office 9-1-1 Communications Center is the Public Safety Answering Point for Morrow County. Our Center has the responsibility of answering 911 and non-emergency calls for service for all of Morrow County.

The Morrow County Sheriff’s Office does not have its own correctional facility; therefore, a contract is currently in place with the Umatilla County Jail in Pendleton. The current contract allows the Sheriff’s Office to rent 600 jail beds each month (20 per day) for persons that are arrested and need to be lodged for their crimes.

A Small Claims case is an informal lawsuit, in which lawyers are not allowed to be involved and the normal legal rules for lawsuits are relaxed. The plaintiff must have made a bona fide effort to collect the debt before filing the claim. The claim must be under $10,000 in an Oregon Justice Court. To start the Small Claims process, in the Justice Court, forms must be complete before submitting. You may come into our Court to obtain the forms or print them off from the attachment below.

Landlord/Tenant cases of FED "force entry and detainer" is the legal name for the lawsuit a landlord files against tenants that fail to pay rent or for some other reason and the landlord wants a remedy of eviction.

MISSION STATEMENT
The overall goal of the Morrow County Parks Committee is to provide advice to the Morrow County Court and Public Works Director as to teh management, marketing and improvements of the Morrow County Parks.
Morrow County Citizen's Economic Development Task Force (MCCEDTF) meets once a month to discuss county-wide issues pertaining to economic development. The Task Force is comprised of representatives from Morrow County, our local cities, our chamber of commerce directors, state agencies that have economic development responsibilities, and various invited entities with economic interests.
The Military Economic Advisory Committee was formed in 2013 to provide a forum to better understand military activities and needs in and around Morrow County. Participation on the Committee by both the United States Navy and the Oregon Military Department address military interests at both the Boardman Bombing Range and the Umatilla Army Depot, to include both land and air military activities. Other members of and interested parties to the committee include land owners, utility providers, renewable energy developers, conservationists, and local, state and federal government officials.
The Subdivision Ordinance details minimum standards for governing the approval of land development, including subdivision and partitioning and other land development standards as necessary to carry out the County Comprehensive Plan and to promote the public health, safety and general welfare of the citizens of Morrow County, Oregon.
NOTICE OF REGULAR MEETING
THE MORROW COUNTY PARKS COMMITTEE will hold a regular meeting at 1:00 pm at the Columbia Basin Electric Co.- Op. Conference Room, 171 West Linden Way, Heppner, Oregon, on Monday, March 20, 2017.
The meeting will cover topics including recommendation to Board of Commissioners for park campsite increases and parks by-law updates, parks projects and scheduled of events.
Built in 1902, The Morrow County Courthouse is one of the oldest continuously courthouses in Oregon. It even survived the devastating Heppner flood of 1903 that killed 247 people.
The Morrow County Equity Fund (MCEF) was established in 2003 to provide funding assistance for businesses within the county. Funds are typically used for permanent financing for real estate or equipment purchases. The MCEF is administered by the Greater Eastern Oregon Development Corporation (GEODC) on behalf of Morrow County.

In 1997 the Blue Mountain Scenic Byway achieved Oregon State Scenic Byway status through the efforts of the Umatilla National Forest Rural Community Assistance Program. Since its designation the Byway has been maintained under the watch of ODOT Engineering Services unit of Roadway Engineering and the Blue Mountain Scenic Byway Action Group (BAG), who have coordinated their efforts to place signs and markers and to provide Byway travel services information brochures supporting the marketing, promotion and development of the Byway.

Natural hazard mitigation is defined as permanently reducing or alleviating the losses of life, property, and injuries resulting from natural hazards through long and short-term strategies. Example strategies include planning, policy changes, programs, projects, and other activities. Mitigation is the responsibility of individuals, private businesses and industries, state and local governments, and the
federal government.
Morrow County Requests Bids on Roofing Repairs and Spray-Applied Polyurethane Roofing for Three Buildings Located in North and South Morrow County.
Morrow County is requesting bids for three county buildings that need roofing material and some repairs.
1. Seal of polyurethane for a Quonset hut with a surface area of 5,000 Sq. ft. located 65820 Airport rd., Lexington, OR.
2. Minor roof repairs, and Seal of polyurethane at the Morrow County Museum Building with a surface area of 8,400 Sq. Ft. , located on main St. Heppner, OR.
A public meeting of the Budget Committee of Morrow County, State of Oregon, to discuss the budget for the fiscal year July 1, 2017 to June 30, 2018, will be held at the Morrow County Bartholomew Building, 110 N. Babies First! is a program for families with babies and young children up to age 5. The goal of Babies First! is to help families make sure that their babies are healthy as they grow and learn.

CaCoon is a home visiting program that focuses on community-based care coordination for children with special health care needs. CaCoon nurses have provided services in most Oregon counties for over 20 years.
Children served in the CaCoon program make fewer visits to the emergency department. They also have higher rates of immunization, annual well-child visits, and dental care visits.
There are many things in the environment that can cause illness or injury. Morrow County Public Health contracts with Umatilla County Health Department for Environmental Health Services. Disasters or emergencies happen somewhere every day, i.e. earthquakes, severe storms, floods, disease outbreaks, etc. Based on a periodic assessment, the top five hazards in Morrow County currently include:
Tobacco is the leading cause of preventable death and disease. Every year tobacco use kills almost 7,000 Oregonians. Secondhand smoke causes an additional 625 deaths in Oregon annually. The Tobacco Prevention and Education Program (TPEP) works to reduce tobacco-related illness and death. It is a comprehensive program that addresses the issue of second-hand smoke, works to counter pro-tobacco influences, and helps people quit smoking or using tobacco products. Due to the TPEP program cigarette consumption has declined by 50 percent.

Morrow County Public Health is seeking a part-time Translator (Spanish), UP TO 16 hours per week. This position will be located primarily in Boardman and Irrigon. Associate’s Degree or equivalent preferred; High School graduation or equivalent required. Previous experience with translation in a medical or health department setting preferred.
Morrow County has a Full Time Nursing vacancy within the Maternal Child Health program. This position is primarily responsible for home-based visitation services including Maternity Case Management (MCM), Babies First and Nurse Family Partnership (NFP). Duties include long-term nurse case management with prenatal and postpartum mothers and their children up to the age of 5 years.
Morrow County is accepting applications for a permanent full-time General Maintenance Assistant to start work after July 1. Wage is $18.96 per hour after July 1, 2017.
Responsibilities include performing a variety of maintenance tasks throughout the fairgrounds and other Morrow County locations. Two years of experience in a position requiring multiple maintenance or fabrication skills required.

The Criminal Investigations Unit consists of a criminal sergeant and two deputies assigned to narcotics and general criminal investigation duties. Investigators also work fraud and elder abuse cases, execute search warrants and assist with major property crime investigations.
The Morrow County Sheriff’s Office School Resource Officer Program is comprised of two deputies serving the Morrow County School District and Ione School District. The primary focus of the SRO Program is to provide regular deputy presence in the schools in our service area.
By providing deputies to be a regular presence in schools, we recognize the terrific opportunity we have to positively impact the lives of young people and to represent to them adult role models who are not only law enforcement officers, but also people who care for their welfare and success.
The Morrow County Sheriff’s Office is statutorily required to provide search and rescue services within the borders of Morrow County. Morrow County now accepting applications for a full time Senior Maintenance Specialist. Required Experience: Eight years of experience in heavy construction or road construction, at least one year of which included experience in the operation of a front end loader, power shovel or bulldozer. The Morrow County Solid Waste Advisory Committee (SWAC) will meet on Monday 23, 2018 At 12:00 p.m. lunch will be provided. We will meet this time at the Morrow County Public Works conference room located at 365 W. Hwy 74, Lexington.
The Morrow County Sheriff’s Office provides Court Security Services for Morrow County Circuit Court in Heppner. Deputies perform security sweeps of the court room and screen all persons and bags entering the court room using a walk through metal detector. The deputies also do fingerprinting and provide security for judges and court staff.
A deputy is also assigned to provide security and screening for Irrigon Justice Court on court days. Deputies check all people entering the court with a metal detector and provide security for the judge and court staff.
The Morrow County Sheriff’s Office Marine Patrol is contracted with the Oregon State Marine Board to provide 750 water patrol hours on the Columbia River and Willow Creek Reservoir per year. Most of the contracted hours are spent on the Columbia River since that is the area of the highest boating traffic. While out on the water, marine deputies look for unsafe boating operations, life jacket violations, impaired boaters and provide boater assists. Marine deputies will contact boaters at the docks in the marina and out on the water for safety inspections.
The Morrow County Sheriff’s Office provides seasonal patrol coverage to the Morrow-Grant OHV Park from May 1 to November 15. The position is funded by a grant from the Oregon Parks and Recreation Department.
The 9,000 acre OHV Park sits on the border between Morrow and Grant counties with the majority on the Morrow County side. There are more than 200 miles of trails for Jeeps, quads, side-by-sides, and dirt bikes to traverse. The trails vary in difficulty from easy to very difficult.
Morrow County Reserve Deputies supplement full time deputies, often riding in the car with them as a second unit. Reserve deputies provide patrols during community celebrations such as the Morrow County Fair and Rodeo, Ione’s Fourth of July Celebration and the Irrigon Watermelon Festival. The reserves volunteer their time to complete these patrols.
The Communications Division is supervised by the communications lieutenant. There are currently 10 personnel assigned to the Communications Division. This division includes 9-1-1 Dispatch, Jail/Custody Management, Criminal Justice Information System (CJIS), and Master Street and Address Guide (MSAG).
The Administrative Division is supervised by the administrative lieutenant, who also serves as the Sheriff’s Office Public Information Officer (PIO) and Custodian of Records. This division includes the Civil unit, Concealed Handgun License (CHL) unit, and the Records unit. The division is staffed by the civil sergeant/office manager and a civil/records deputy. Patrol deputies are also under the supervision of the Administrative Division while they are serving civil papers.

The Morrow County Sheriff’s Office Civil Unit responds to all legal processes directed to the Sheriff, including, but not limited to Writs of Execution (Real and Personal Property sales), forcible Entry Detainers/Evictions, Notice, Provisional and Enforcement processes, and various other court orders/documents.

The Corrections Division is supervised by the corrections lieutenant. There are currently 4 personnel assigned to the Corrections Division. This division includes Parole and Probation and Community Service Work Crew.
In Oregon, the supervision of adult offenders on parole, probation, and post-prison supervision is known as Community Corrections. According to the Oregon Association of Community Corrections Directors, "Community Corrections is responsible for the supervision of convicted adult felons whom the courts and parole board have placed in the community under a limited, structured state of freedom. The overall goal is to protect the community by helping offenders become law-abiding, contributing citizens."
The Community Service Work program allows for the placement and monitoring of offenders ordered to perform community service work as a condition of court order supervision. The program also provides alternative sanctions for offenders who violate their conditions of supervision. The Community Service Work program also helps offenders learn job skills and tools to become successful employees.
Training is an essential part of the Morrow County Sheriff’s Office. All employees are certified through the Oregon Department of Public Safety Standards and Training (DPSST).

Morrow County Public Works is requesting quotes for a 32’ x 40’ x 4” concrete slab with thickened perimeter edges to be 8” in total slab depth and 12” from all exterior edges. Concrete to be a “6 sac” mix design with fiber mesh additive. Steel 6x6x10 W.W.F to be installed in the entire slab at mid depth of concrete. Surface finish to be a light broom finish with control joints to be Soft cut at maximum spacing of ten foot intervals in both directions. Umatilla County Health and Morrow County Planning announced that as of May 3, 2019 all program responsibilities for onsite septic systems in Morrow County have transferred from Oregon Department of Environmental Quality (DEQ) to UCo Health. This means that UCo Health is now responsible for conducting site evaluations, issuing construction permits, conducting pre-cover inspections, storage of historical records, and issuing authorization notices for most septic systems located in Morrow County. UCo Health will also be responsible for all pumper truck inspections in Morrow County.

The juvenile system concentrates on holding the youth accountable for their actions while keeping the community safe and repairing any harm that has been caused. If your child has been contacted by the police, they will not be treated exactly the same as an adult who has been contacted by the police. The terms used in juvenile court also differ from those of the adult court.

Risk Assessment
Morrow County Public Transit – The Loop (MCPT) is the public transportation provider within Morrow County, Oregon. Incorporated cities served by The Loop are Heppner, Lexington, Ione, Boardman and Irrigon.
The Loop seeks proposals from qualified consultants to prepare an update to the 2016 Morrow County Coordinated Human Services Transportation Plan, pursuant to federal and state requirements. More specific objectives are included under the RFP Scope of Work.
This Emergency Operations Plan is an all-hazard plan that describes how Morrow County will organize and respond to emergencies and disasters in the community. It is based on, and is compatible with, federal, the State of Oregon, and other applicable laws, regulations, plans, and policies, including Presidential Policy Directive 8, the National Response Framework, and Oregon Office of Emergency Management plans.
Being prepared and knowing what to do will make all the difference when seconds count in an emergency. Here you can find information on how to prepare an emergency supply kit, develop family communications and emergency plans, stay informed during an emergency and get information about the various natural and man-made disasters that could occur in our area.
Earthquake Summary
The earthquake hazard in Morrow County has been evaluated by the State and the USGS. There are no identified fault lines lying in the County but residents have felt shaking from nearby fault activity and new fault lines have been discovered not far away to the north in Washington State. Still, a major earthquake hazard event has been determined to have a small likelihood of occurrence in Morrow County.

Windstorm Summary
Morrow County has experienced great loss of life as the result of a severe thunderstorm that occurred on June 14, 1903. Called the Heppner Flood, it was the worst flood caused by a severe thunderstorm, in terms of loss of life, ever to occur in Oregon. Typically the greatest damage caused by severe windstorms, thunderstorms and tornadoes in Morrow County are damages to structures of light construction such as manufactured homes, road blockages and other damage due to downed trees, flooding in low areas, and blowing debris.
Winter Storm Summary
Morrow County is vulnerable to the whims of winter storms and the associated problems. Roads can become temporarily impassable due to snow accumulation, although primary roads such as Interstate 84 are rarely closed due to snow and ice accumulation.
Impacts of Winter Storms in Morrow CountyThe most common impacts of winter storms are temporary road closures and flooding due to storm events, including mud flowing across a road from nearby agricultural fields, ice storms, and tumbleweeds blocking roadways.

Different animal species have different sensitivities to nitrate (NO3) with regard to toxicities, with ruminants (species with a compartmentalized stomach that utilize bacteria to break down feed material, such as cattle, goats, sheep, and camelids) being more sensitive than monogastric animals (species with a simple stomach, such as pigs, dogs, cats, horses, and humans). Nitrate toxicity in animals is caused by conversion to nitrite (NO2) which is 10x more toxic than nitrate.

The Cities of Ione, Lexington, and Heppner have worked over the past 20 years to increase housing production in the Willow Creek Valley. Many of the new housing units have been the result of a public-private partnership between the Willow Creek Valley Economic Development Group (WCVEDG) and the Ione Community Agri-Business Organization (ICABO). While that formula has produced some new housing, the lack of infrastructure along with a lack of developer capacity in the area has
caused housing development to stall.

Morrow County adopts Ambulance Service Plan.
The County adopted an ordinance to implement an updated Ambulance Service Plan on April 17, 2024. The effective date for the new Plan is July 16, 2024. The new Plan reasserts that the County's Board of Commissioners has the authority to administer the Plan and appoints an ASA Advisory Committee to oversee ambulance services within the County. The files attached below represent the new Plan.
The Morrow County Planning Department, in partnership with the cities of Heppner, Ione, and Lexington, hired Points Consulting (PC) and Nexus Planning Services (NPS) to develop an Economic Development and Employment Land Assessment for the Willow Creek Valley (WCV) area in South Morrow County. The combined efforts of this project are intended to fulfill the Department of Land Conservation and Development's (DLCD) Goal 9 requirement that cities have an inventory of employment lands available to realize economic growth opportunities.

Morrow County Board of Commissioners are seeking three interested parties to serve on the Morrow County Forestland Classification Committee. Per ORS 526.310, of the three community members to be appointed; at least one member must be an owner of forestland or the representative of an owner of forestland, at least one member must be an owner of grazing land or the representative of an owner of grazing land. Forestland is land defined in ORS 526.005 that lies within an Oregon Department of Forestry Fire Protection District within Morrow County.

Approximately 3,000 gallons of Aviation Fuel (tank size 5,000 gallons) were delivered to Morrow County Lexington Airport in Lexington, Oregon. This tank will be on a “Keep Full” basis. All bids must use the Aviation Fuel Bid Sheet. The contract shall be for a three (3) year period. Morrow County requires verification. Aviation Fuel shall use the best possible price. Bids will be opened on March 11, 2024 starting 10:00 am at the Morrow County Public Works office, 365 W.
Materials offered under this bid are to meet or exceed the listed specifications. Quantity is based on current estimated usage and may vary. Morrow County Public Works may select vendor, or a qualified pool of vendors based on potential material.
1. Approximately 50,000 gallons of unleaded gasoline (tank size 5,000 gallons) delivered to Morrow County Road Department yard in Lexington, Oregon. This tank will be on a “Keep Full” basis with a minimum delivery of 4,500 gallons.
2. Approximately 1,000 gallons of unleaded gasoline (tank size 200 gallons) delivered to Morrow County OHV Park, Heppner-Spray Highway. This tank will be on an “As Needed” basis.

At their February 26, 2024 board meeting, Morrow County Health District voted against a compromise option that would allow the continuance of ambulance coverage by the District for Irrigon and the cities in the south part of the County. Morrow County provides the attached press release for full information regarding the decision and compromise options.
Private drinking water wells in Morrow County and Umatilla County may contain high levels of a group of chemicals called nitrates.
High level of nitrates in drinking water can cause health problems in humans, including respiratory and reproductive diseases, as well as kidney, spleen and thyroid problems. Nitrates are most harmful to infants and those who are pregnant.
Morrow County Road Department intends to purchase a 2025 WS 47x chassis w/Utility installed dump box, snow plow and sander. West Nile virus detected in mosquitoes in Morrow County
Irrigon, Ore.—West Nile virus, which is spread by mosquitoes, has been detected in mosquitoes at a testing site in Morrow County, Ore., according to Oregon Public Health officials.
The mosquitoes, collected on 8-19-24 approximately 3 miles west of Irrigon on the Umatilla National Wildlife Refuge McCormick Slough, are the second to test positive for the disease in Morrow County in 2024. The previous detection was on 7-24-24.

2025 FAIR and RODEO QUEEN APPLICATIONS NOW AVAILABLE!
After a ten-year lapse, the Morrow County Fair and Rodeo Queen application is now open to Morrow County Residents and neighboring counties.
This prestigious position is open to students between the ages of 14 and 19.
Applications are available at the Fair Office, on the Morrow County, Oregon Web site, Sage Center, Green Feed and Morrow County High Schools.
Morrow County invites sealed written proposals for CM/GC services associated with the construction of the work related to the Morrow County Courthouse Project. The scope of services may include but is not necessarily limited to pre-construction services and construction services.
This RFP is for a public works subject to the state prevailing wage requirements specified in ORS 279C.800 to 279C.875.
