REQUEST FOR PROPOSALS (RFP)

Rehabilitation of North End Outdoor Arena Wall
Morrow County Fairgrounds – Heppner, Oregon

The Morrow County Fairgrounds (MCF) is soliciting proposals from qualified contractors for the repair and reconstruction of the North End Outdoor Arena Wall at the Oregon Trail Pro Rodeo (OTPR) Arena, located at 74473 Hwy 74 Lena, P.O. Box 464, Heppner, OR 97836.

Project Scope Includes (but is not limited to):

  • Replacement of current wall with marine-grade plywood and structural support (9 feet from ground level).
  • Welding of fences and a 9-foot archway.
  • Concrete work and backfilling.
  • Priming and painting plywood and arena panels (sprayer required).
  • Strapping and securing plywood with tin/metal along the base.
  • Completion of a continuous five-rail fence on the catch pen side.

All work must be completed by June 1, 2025. A pre-design meeting with the MCF General Maintenance Supervisor will be required prior to work commencement.

Contractor Requirements:

  • Comply with Oregon State Prevailing Wage Rate Laws (ORS 279C.800 – ORS 279C.870).
  • Obtain necessary permits and comply with Oregon building codes.
  • Provide proof of Workers’ Compensation and General Liability Insurance.
  • Coordinate with County staff and maintain a safe, operational worksite during construction.

Morrow County reserves the right to reject any or all proposals, waive informalities, and accept any portion or all items proposed if deemed in the best interest of the County.
